As linguistics has expanded and become increasingly specialized, the need for a structured, machine-readable representation of Persian linguistic knowledge has grown. The lack of a bilingual, relation-based resource for Persian linguistic terminology has limited knowledge retrieval, education, and computational applications. This study aimed to design, implement, and evaluate PERLING, an ontology of Persian linguistic terms. It adopted an applied-developmental design based on design science research and ontology engineering. The research population comprised Persian and English reference sources, a corpus of specialized Persian linguistic texts, and the concepts extracted from these sources. We collected and refined data through a rule-governed census approach. The ontology was developed using the METHONTOLOGY framework and the NeOn methodology. Data collection and evaluation involved document and keyword analysis, ontology modeling, logical consistency checking, and competency-question-based assessment in Protégé. Findings indicated that PERLING represented Persian linguistic terms through a hierarchical, relational, documented, and bilingual structure. The ontology demonstrated acceptable logical consistency and adequately addressed the competency questions. Unlike a glossary or thesaurus, PERLING provided a semantic framework for knowledge retrieval and documentation. It can support further developments in linguistic education and research, artificial intelligence, the Semantic Web, and Persian natural language processing across diverse academic and technological domains.
